Confusion over SEE assessment and results verification

 V.S. The school-level final examination, which began in 1990, has long been known as the Iron Door. At the age of 82, i.e. B.Sc. In the year 2072 BS, the total age of 87 years has come to an end after five years of SEE. It was concluded that this test was not possible in Nepal as the overall human life was being disrupted due to the general inconvenience and heterogeneity caused by the corona virus which has become a global epidemic.

The centrality of the secondary education examination, which is being held at the end of class 10, has come to an end with the decision of the Council of Ministers of the Government of Nepal. This article focuses on some of the academic comments that came out of this decision, and now about the evaluation of the students of that level and the verification of the results.
Some comments after the decision
1. Whatever decision is made is appropriate. It's too late. According to the essence of the constitution, this examination has been conducted at the local level. It should be operated from the state level. It is clear that the final examination of the current school level will be held at the end of class 12. It is the teacher who is involved in the assessment anyway.

2. Skilled and well-rounded students are suffering and worried about not being able to get tested. Weak students are celebrating. Most parents and teachers seem to be just spectators. Many students are confident of getting high grades as they are evaluated by their own teachers.
3. Now education has been destroyed, even if it had to be checked late, there was no need for educational standard.

What does the procedure say?
1. This procedure has been formulated by the National Examination Board as per the decision of the Council of Ministers.
2. This procedure provides for 3 paragraphs, 12 rules and 3 schedules.
3. In the brief preamble, Corona epidemic has been stated as the main factor in formulating this procedure.
4. Rule no. In 1, under the short name and beginning, this procedure has been mentioned for the candidates who are giving SEE of 2076.
5. Rule No. 2 defines 13 words.
6. Rule no. A three-member evaluation committee has been formed under the chairmanship of the headmaster to certify the final assessment details prepared by the school.
7. Rule no. The marks of the last examination taken by the school will be converted into thematic integers so that the maximum number of syllabi is included for the theoretical evaluation in the 3rd. In addition to this change, Schedule 1 states that the first quarterly examination 105, the second quarterly examination 305 and the final examination 605 should be the basis for theoretical evaluation. In this Schedule 1, examples are given to find the marks of the subjects for which there is an experimental examination and which are not. Accordingly, the marks obtained by the student have to be divided by the integer of the examination and multiplied by the integer of the subject.
8. As in the past, the experimental assessment will have to be offered in a way that does not make a difference in the details submitted by the school.
9. Rule no. In 4, 14 functions, duties and rights of the evaluation committee are mentioned. Of these, the concerned student should have 755 attendance, fill the application form and pay the examination fee. It has been said that it should not be corrected, corroded and Tipex should not be used. It has been mentioned that if the details along with the signatures and confidentiality of all the members of the committee are found to be false, the responsibility will remain with this committee.
10. Rule no. Article 5 mentions 10 functions, duties and rights of the Education Development and Coordination Unit. The details obtained from the school should be verified, verified, and submitted to the examination board with responsibility while maintaining confidentiality.
11. Rule no. After the publication of the results as per section 10, it has been decided that the work related to re-application, examination of answer scripts, re-examination and conduct of supplementary grade promotion examination will not be done this year.
12. In case of Grade Promotion Examiner, the concerned student is asked to submit the same theoretical and experimental score details as the current student based on the score of the year in which he / she participated as a regular examinee.
13. The evaluation method and general details of the students of general, technical and Sanskrit and Veda Vidyashram have also been arranged in detail in the schedule.

Issues not covered by the procedure are in confusion

 It is not a secret that the schools have been completing the formalities on their own initiative in recent years as there is no requirement of class 10 test examination. There is no legal provision for such internal examinations. Due to this, there are many examples of many students not showing seriousness in school examinations and not becoming regular.
2. In the temptation of scholarships, some of the most talented people in the city have a long tradition of registering their children from schools in remote and remote Himalayan villages and filling up the SEE application form and appearing only at the examination center. Examination of such students is a far cry while those students are being questioned by the school. A. And teachers have never seen or met.
3. It is better to do it in the final. Since the internal examinations are not decisive but constructive, they are for practice and experience, so it is natural for students not to be in a serious situation.
Finally, this year of SEE has been a tragic one due to the outbreak and epidemic of Covid (19). The chances of it being transformed into a state level have increased in the coming year as well. The name of the examination to be taken at the end of class 10 can be called state level examination, while class 8 examination is also called district level and now local level examination. We should never forget the fact that it is the teacher who does it .
